Any IP address connected to the public internet can be reached from any other IP address connected to the public internet, and the world is full of scrapers, bots, scripts, scanners and other systems that continuously map the IPv4 space.
This map shows all the unsolicited incoming traffic to a single honeypot server. Whenever a remote system tries to connect to any of the common ports, or conduct a web scan for common vulnerabilities, it shows up as an "attack".
In effect, this is a visual representation of what happens the moment you put a server online - and why it's always important to do the network security basics: Firewall off unnecessary ports, whitelist trusted IPs for sensitive services, and have strong authentication for the rest.
